Dear Austrian cargo Customer,

Effective July 26, 2006 new rules in Canada will come into force. These rules require all air import manifest information to be transmitted electronically to Canadian Customs not less than 4 hours in advance of the aircraft's arrival. Advance Commercial Information (ACI) is part of the initiative taken by Canadian Border Services Agency (CBSA) to identify threats to health, safety and security prior to the arrival of air cargo and conveyances in Canada.

The ACI requirements will necessitate electronic reporting of cargo information for all inbound flights to Canada and all regulations must be complied with.

The new regulations require air carriers to be accountable for all shipments at both, master and house air waybill levels. Complete disclosure of all shipments will be therefore necessary for all inbound flights.

House air waybill data will be required at goods acceptance.

Options
Forwarders and shippers will have the option to transfer the FWB/FHL2 message information

  • either electronically to Austrian cargo's system address VIEFMOS,
  • enter the FHL data in Cargo Portal Services (CPS) or
  • manually, by providing paper documentation.

Forwarders and shippers who report directly to Canada Customs will be permitted to do so, provided a Memorandum of Understanding (MOU) with Austrian cargo exists, transferring all liability for accuracy and completeness of data transmitted to forwarders and shippers. Forwarders and shippers who intend to report directly shall contact CFD-TeamProcedures@austrian.com for establishing the MOU.

Nevertheless, providing all information electronically is Austrian cargo's preferred choice.

The Canada Border Services Agency's ACI regulations request carriers to ensure the house air waybill information sent electronically, is timely, accurate, and complete. These new regulations require the carriers to provide additional handling and electronic processing of your shipments.

For this reason, Austrian cargo will be assessing the following charges, effective July 26, 2006:

Charges

  • Electronic transfer of HAWB data sent directly to the CBSA: No Charge
  • Electronic transfer per HAWB data: EUR 1,90
  • Manual/Paper Document Processing per HAWB data: EUR 7,30

The above fees will apply at origin and in local currency.

In addition to transferring details to Austrian cargo, forwarders will be expected to provide an additional document containing the following information at time of goods acceptance:

  • Copy of the Master Air Waybill (MAWB) document
  • In an additional envelope, a minimum of two copies of the detailed consolidation manifest, which shall include for each House Air Waybill (HAWB) the ultimate shipper and consignee, a complete detailed description and number of pieces and weight.
  • For unitized shipments, a complete and accurate detailed consolidation manifest must include every house air waybill, the number of pieces and weight associated with the house air waybill for every unit tendered
